Two policies will suffice:
1. Enforce IPRs strictly;
2. Introduce FLOSS compulsorily in schools, colleges, Universities. Hold examinations on the FLOSS software.

१ बौद्धिक सम्पदा अधिकारों की पाबन्दी की जाय।
२ स्कूल, कॉलेज, विश्वविद्यालय में फ्लॉस का समावेश किया जाय और सारी परीक्षायें फ्लॉस सॉफ्टवेयर पर हों।

Good work Brendan. Looks like it’s all covered. I like that you have addressed that ISO can no longer be regarded as ‘Open’, an important issue which may need follow up explanation at a later stage.

4.5 Is there any way to make mention of the take up by Government in Brazil as an example of national movement toward Open technologies.

I wonder whether in addition to your 2.5 and 2.6 you should say something to the effect that Governments should make as much data as possible available to the public via Government websites, and that such publicly funded data should be made available without cost and under suitable open data licences (in addition to your point about open data formats).
